ตำรวจไทย – เวียดนาม ผนึกกำลังรุกสกัดแก๊งสแกมเมอร์ข้ามชาติ แลกเปลี่ยนบทเรียนเพื่อเตรียมการประชุม APEC 2027 และยกระดับความร่วมมือระดับพื้นที่
พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า สำนักงานตำรวจแห่งชาติเผยผลความสำเร็จในการเยือนสาธารณรัฐสังคมนิยมเวียดนามอย่างเป็นทางการ ระหว่างวันที่ 7–11 กันยายน 2569 ของคณะผู้แทนสำนักงานตำรวจแห่งชาติ นำโดย พล.ต.ท.วรวัฒน์ อมรวิวัฒน์ ผู้ทรงคุณวุฒิพิเศษ สำนักงานตำรวจแห่งชาติ รักษาราชการแทนรองผู้บัญชาการตำรวจสันติบาล พร้อมด้วยคณะผู้แทนระดับสูงจากกองบัญชาการตำรวจสันติบาล สำนักงานตรวจคนเข้าเมือง และกองการต่างประเทศ เพื่อกระชับความร่วมมือด้านการบังคับใช้กฎหมายและความมั่นคงระหว่างสองประเทศ
การเดินทางเยือนครั้งนี้มุ่งเน้นการบูรณาการแก้ปัญหาอาชญากรรมข้ามชาติที่ทวีความรุนแรงในภูมิภาค
พล.ต.ท.วรวัฒน์ฯ ได้เข้าร่วมประชุมหารือทวิภาคีกับ พล.ต.ท. Tran Ngoc Ha อธิบดีกรมตำรวจอาชญากรรม กระทรวงความมั่นคงสาธารณะเวียดนาม และผู้แทนหน่วยงานที่เกี่ยวข้อง โดยทั้งสองฝ่ายได้แลกเปลี่ยนสถานการณ์และแนวทางความร่วมมือใน 4 ด้านหลัก ได้แก่ ภัยคุกคามรูปแบบใหม่ (Emerging Threats), การต่อต้านการก่อการร้าย (Counter-Terrorism), อาชญากรรมไซเบอร์ (Cybercrime) และการควบคุมพรมแดนและการเข้าเมือง (Border Control & Immigration) ปัญหาออนไลน์สแกม ( Online Scam / Call Center) การฟอกเงิน, การรวบรวมพยานหลักฐาน และการแลกเปลี่ยนข้อมูลในคดีข้ามชาติ
ทั้งฝ่ายไทยและเวียดนามเห็นพ้องกันในการกระชับความร่วมมือที่ทั้งสองฝ่ายให้ความสำคัญ และเกิดประโยชน์ในการช่วยป้องกันอาชญากรรมที่เกิดขึ้นกับประชาชน รวมถึงการสนับสนุนการแลกเปลี่ยนข้อมูล องค์ความรู้ และการประสานพยานหลักฐานทางดิจิทัลในทางคดี และการสกัดกั้นอาชญากร
นอกจากนี้ เนื่องจากเวียดนามอยู่ระหว่างการเตรียมความพร้อมสำหรับการเป็นเจ้าภาพจัดการประชุม APEC 2027 ในปีหน้า จึงได้มีการแลกเปลี่ยนประสบการณ์และบทเรียนจากการจัดการประชุม APEC 2022 ที่ประเทศไทยเป็นเจ้าภาพ โดยเน้นแนวทางสำคัญในการเตรียมการด้านการรักษาความปลอดภัย ได้แก่ การใช้ “การข่าวนำการปฏิบัติ” ควบคู่กับการประเมินภัยคุกคามเชิงรุกล่วงหน้า ซึ่งดำเนินการอย่างต่อเนื่องเป็นระยะเวลาประมาณ 1 ปี รวมถึงการบูรณาการความร่วมมือกับภาคีเครือข่ายทั้งในประเทศและต่างประเทศ เพื่อสนับสนุนให้การจัดการประชุม APEC 2027 เป็นไปด้วยความเรียบร้อยและประสบความสำเร็จ
ผลลัพธ์จากการเยือนอย่างเป็นทางการในครั้งนี้ มิได้เป็นเพียงการกระชับความร่วมมือระดับทวิภาคีระหว่างหน่วยงานบังคับใช้กฎหมายเท่านั้น แต่ยัง “มุ่งเน้นการคุ้มครองความปลอดภัยสูงสุดให้แก่ประชาชน” โดยตรง ผ่านการตัดวงจรแก๊งสแกมเมอร์และการโจรกรรมทางไซเบอร์ที่จะไม่สามารถใช้ช่องว่างระหว่างประเทศมาหลบซ่อนตัวได้อีกต่อไป ซึ่งการยกระดับมาตรการคัดกรองบุคคลและดูแลความปลอดภัยในแหล่งท่องเที่ยว จะช่วยให้คนไทยและนักท่องเที่ยวที่เดินทางไปศึกษา ทำธุรกิจ หรือท่องเที่ยวในประเทศเวียดนาม ได้รับความคุ้มครองภายใต้เกราะป้องกันทางกฎหมายที่รวดเร็ว ไร้รอยต่อ และมีประสิทธิภาพอย่างแท้จริง
Thai and Vietnamese Police Elevate Grassroots-Level Cooperation to Combat Cybercrime and Transnational Online Scammers , with Exchange Lessons in Preparation for APEC 2027
Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson of the Royal Thai Police, announced that The Royal Thai Police (RTP) has announced the successful conclusion of the official visit to the Socialist Republic of Vietnam from September 7–11, 2026, by an RTP delegation led by Pol. Lt. Gen. Voravat Amornvivat, Special Expert of the Royal Thai Police, Acting Deputy Commissioner of Special Branch Bureau, alongside high-level delegates from the Special Branch Bureau, the Immigration Bureau, and the Foreign Affairs Division, aimed at strengthening law enforcement and security cooperation between the two nations. This visit focused on integrating efforts to address the escalating severity of transnational crime in the region.
Pol.Lt.Gen. Voravat participated in bilateral discussions with Pol.Lt.Gen. Tran Ngoc Ha, Director General of the Department of Criminal Police, Ministry of Public Security of Vietnam, and representatives from relevant agencies. Both sides exchanged assessments on the current situation and discussed avenues for cooperation in four key areas: Emerging Threats, Counter-Terrorism, Cybercrime, and Border Control & Immigration, alongside online scams / call center operations, money laundering, evidence gathering, and information exchange in transnational cases.
Both Thai and Vietnamese authorities agreed to reinforce mutually prioritized areas of cooperation that yield practical benefits in protecting citizens from crime, supporting the exchange of information and expertise, coordinating digital evidence in legal proceedings, and intercepting criminals.
Furthermore, as Vietnam prepares to host the APEC 2027 summit next year, They exchanged and shared lessons learned from APEC 2022 which hosted in Thailand, highlighting the use of “intelligence-led operations” and proactive threat assessment—undertaken continuously for approximately one year—as well as the integration of cooperation with domestic and international networks to ensure the success and smooth execution of APEC 2027.
The outcomes of this official visit extend beyond strengthening bilateral cooperation between law enforcement agencies; they directly “focus on safeguarding maximum public safety” by disrupting the cycles of scam syndicates and cyber theft, preventing them from exploiting international gaps to hide. Furthermore, upgrading individual screening measures and security management at tourist destinations will ensure that Thai citizens and travelers studying, doing business, or visiting Vietnam receive protection under a swift, seamless, and truly effective legal shield.
